Chief Secretary Khyber Pakhtunkhwa Mr. Muhammad Azam Khan has stressed upon the administrative secretaries to work with full devotion and dedication for redressal of public grievances and ensure quick disposal of official matters. He further instructed to set clear goal and road map for achieving the desired results. The basic purpose should be to provide relief to the common man, he stressed.
He was chairing the maiden meeting of administrative secretaries, after assuming the charge of the office of Chief Secretary, at Civil Secretariat, Peshawar, this morning.
Chief Secretary said that during his tenure in office, transparency, efficient delivery will be the top most priority. He called upon the officers to work hard and in return their career progression would be ensured. Meetings of Provincial Selection Board will be held regularly. Recent promotions of hundred of officers in one go is a crystal clear example to this fact.
Chief Secretary directed the Administrative Secretaries to submit pending promotion cases within a month. This step would help create vacancies to ensure job opportunities for the unemployed educated youth. All departments to dispose of all pending promotion cases at departmental level and submit a certificate to this effect to Chief Secretary’s Office. The Chief Secretary also directed to notify a committee under ACS to review all cases where government employees have gone to service tribunal/court of law. The aim is to provide justice to employees at their executive level thereby reducing burden on the courts.
Chief Secretary also directed the Administrative Secretaries to undertake field visits, hold open kutchery at district level to resolve the problems of masses at their door steps.
He further advised his team to exercise their power and authority with the sense of responsibility, God fearing as being a civil servant, we are not only accountable to the General Public but also answerable to the Allah Almighty on the day of judgement.
Chief Secretary further said that Rules and Regulations were framed for the betterment of masses; it is felt that some laws/rules may create hindrance in service delivery; it is our responsibility to suggest amendments in the larger public interest to ensure better service delivery.
Masses should be treated politely while visiting government offices for resolution of their problems. Be graceful in your personality. In Pashto, he used the Word “Droond Walay”, every file has a human element, empathy and human story behind it. Be friendly with people.
Chief Secretary also directed for quick disposal of court cases, fresh recruitment cases pending with Provincial Public Service Commission, issues relating to office accommodation, vehicles, staff shortage etc. To resolve these issues on fast track, next meeting will be held after a week time to review pace of progress on the decisions.
